Frequent Ask Questions

Q1. Do providers have to complete DASIE for all clients who are seeking treatment?

A1. Clients who elect to self-pay and do not want to considered for DMHAS-funded treatment do not need to complete the DASIE. The DASIE module includes an "opt out"/Skip option for clients who do not want to be considered for DMHAS-funded services.

Q2. What if the client refuses to provide income information?

A2. Clients who refuse to complete the DASIE are not eligible for DMHAS-funded services. The DASIE screen includes a statement that can be read to the client to inform them that they are responsible for payment.

Q3. How long does it take to complete DASIE?

A3. If all of the client's income and household information is readily available, the DASIE module can be completed in ten minutes or less

Q4. The DMHAS contract Annex A states contract funds must be used for those who meet the criteria for medical indigency. Does the DASIE change this requirement?

A4. Yes. Any client with a household income at or below 350% of the FPL is eligible for DMHAS funding. Attempts should be made to obtain reimbursem,ent from the client's health insurance company and providers should ensure that there is no other payer, public or private, before and when utilizing DMHAS funding. When a client has other health insurance, such benefits must be used first and to the fullest extent before utilizing DMHAS funding. DMHAS funding may not be utilized for insurance co-pays.

Q5. If a client has health insurance, but no substance abuse benefits - can the DASIE be completed?

A5. Yes. Please see response #A4, above

Q6. Do clients admitted to detoxification service have to complete the DASIE?

A6. Clients who refuse to complete the DASIE are not eligible for DMHAS-funding services including DMHAS-funded detoxification services and methadone treatment services.

Q7. Are Drug Court, MAP, MAP SPB and DOC clients subject to the 350% FPL requirement?

A7. The DASIE policy states that all clients must have a completed DASIE in NJSAMS, and to be eligible for DMHAS-funded services the clients must be at or below 350% FPL. Thus, the DASIE must be completed for all clients; however, Drug Court, MAP, MAP SPB and DOC clients above 350% of the FPL are eligible to receive services funded through the Drug Court, MAP, MAP SPB and DOC Initiatives repectively. Drug Court, MAP, MAP SPB and DOC referred clients are not eligible to receive other DMHAS-funded services.

Q8. Are Child Welfare Plan (CWP) clients subject to the 350% FPL requirement?

A8. The DASIE must be completed for all CWP clients. CWP xclients above the 350% FPL are eligible for CWP services. However, CP&P-involved clients enrolled in other DAS-Funded services (including women set-aside services) must be at or below 350% FPL threshold.
